If they were giving awards for light pollution, this would be a Nobel candidate...

Hello,

Last weekend, while doing some shopping, I noticed the bad design of the lights
at Almaden Plaza shopping center (at Blossom Hill & Almaden in San Jose, where
Barnes & Noble are):

This alone would be bad enough as light polluting designs go, but then I saw
something that I can describe only as monumental stupidity:

Not only a lot of light gets wasted in the sky, but now there is a _reflector_
to stop the light from accidentally reaching the ground!

OK, maybe they didn't have the right bulb when doing replacement, but still the
best fitting word is "dumb". Can something be done about this? It is a drop in
the ocean, I know, but anyway...
