Derek Davis wrote me back. Clearly he's looking toward a solution. Looks less grim with the prospect of a fence alleviating the need for the lights. Much as with Coyote, we might well have a happy ending but now can only wait and see.
Anyways to answer your question about the SW lot, The SW lot is not closed for Stargazing. I have a new neighbor. A water treatment supervisor and his family have moved into the old Ranger house. They did a lot of renovating to the house. I will talk to him about leaving his light on. Unfortunately I can't make him turn it off if he doesn't want to. He said that some people were messing around his house and vehicles at night. Eventually they will be building a fence for him and hopefully that will solve the problem for everyone. In the meantime I am sorry for the trouble.
