SF Chronicle has an article today that states that a number of
federally-funded state parks in California cannot unilaterally be closed
without regard to NPS agreements, including Coe and Fremont Peak:

The letter is signed by Jonathan B. Jarvis, Regional Director, Pacific
West Region, National Park Service, Department of the Interior. It is
most interesting reading. Enjoy! Lynne.
