A binocular may be a better suggestion, but may be more costly. Orion sells
the Celestron Ultima 65mm 45-deg Spotting Scope for $149.95. I would be
happy to donate $40.00 towards paying for it, or the like. Orion could send
this to them pretty quick. Someone want to handle the transaction?

The smaller optics may be best for daytime viewing (not so bright)
It goes from a medium power of 18x to a pretty high power of 55x
Its light, waterproof
The 45 degree angled eyepieces are most welcome for terrestrial viewing. I
love my angled binos for that purpose.

Other suggestions?

I am the full time fire lookout at Martis Peak on the Tahoe National Forest.
We are desperately seeking a donated spotting scope or a telescope - Decent
power rating during daylight operations, that we can utilize at the facility
for fire detection. Unfortunately for us, there is no budget money for this
and we are forced to seek a donation. Martis Peak is the last active fire
lookout in the Lake Tahoe Basin and overlooks 80 % of Lake Tahoe, all of the
Donner Pass area, as well as Truckee, Sierra Valley, and parts of Nevada
from Verdi , North to the upper 395 Bordertown area.. Our previous scope we
had was not very good-15x60, was damaged and we do not have the funding to
replace it. If anybody has a spare scope they would be willing to donate to
the facility, it would be more than appreciated, both by me, the volunteer
staff, and the public we try to protect. All responses please call
