According to the Chron, they first have to figure out HOW to close these parks, because they can't just walk away from them totally. This might be an opportunity for astros to get involved some way in return for access at night. I do think some sort of security service will be involved, perhaps an on-site caretaker, so we might be able to make an arrangement.

When I was a docent for the state park system, I could get into many
of the parks with ranger's permission. We had several programs at
Castle Rock State park. And I was able to set up there by myself as
much as I wanted to.

Pick your park now. Become a docent. Do volunteer work and set up
astronomy programs. It's a lot of fun!
