The first year or two of CalStar, we worked in cooperation with Tom
Shepherd, then head ranger, and had classes frm the local school in (I
think) Lockwood come out one evening. They were expected, and pretty
much escorted by their teacher and parents.
Apparently one of the clubs sent an announcement out to the local
media (newspaper?) and that may be how word got out.
The headlights may have been from the public, or it may have been
amateur astronomers arriving late, I can't tell.
