  Theoretically, yes. I bet you can still see M55, which is even
lower than that. You just need dark enough skies in the southwest
horizon. At Willow Springs last weekend, I could see the tail of
Scorpius easily over in the west. M55 is about 7 degrees higher than
that. M75 is 16 degrees higher than the tail. Of course, in many
local spots it is heading into the soup, so to speak.
I bet you could see it up at MB.
