  The overall discovery, verification, and reporting is very well
described by a supernova hunter Alain Klotz on his page

  Since you are reporting a non-discovery, the usual steps to eliminate
stars, asteroids, known discoveries, etc., don't apply.

for some details. For a list of information to include, see
<http://cfa-www.harvard.edu/iau/DiscoveryInfo.html>.

  Send an e-mail to <cbat@No-Spam> and copies to
<dgreen@No-Spam> and <green@No-Spam>.

  Be sure the e-mail uses only plain text, not html. The latter does
not get through their spam / virus filters.
