A brief scan of the State Park web page for FP sort of suggests it's an astronomy friendly place.

It kind of suggests, to me anyhow, that I could go there at night to look at stars and stuff. It even suggests one who is not an astronomer could go there to visit the astronomers:
"In general, astronomers are friendly, outgoing, and happy to allow you to view through their telescopes and answer your questions."
Obviously the author of that page thought astronomy was a way to attract folks to the park - at night.
That ranger obviously has a misunderstood on what astronomy is. Surely if they must make rules they could read, understand and publish them.
Pythagoras, Ptolemy, Copernicus and Kepler walk into a bar...
of course they have no telescopes because they haven't been invented yet...
The obvious happens.
