I suspect the "manual" membership has to do with administrative
load. 40,000 membership payments hitting a website would take a lot of
hours to process, so spreading the load to a bunch of local AL-CORs helps
keep AL's operating budget to a minimum. Also, having a local AL-COR doing
recruitment is a very effective way to bolter membership.
