My IBM laptop (model 390X, bought 2000) will run on 12v directly from
my vehicle battery. But this does not charge the internal battery. It
has a Lion battery.

The AC adapter is rated 16 volts, but has just two conductors (coax
plug) to the computer. So all charging regulation is in the machine. I
have not tried it with a dc/dc 16 volt converter, nor on an aircraft.
