The problem with NGC 1990 seems to be that it was a mistake by
Herschel (or someone else very early) which has simply been
propagated. There are some very small, very faint reflection
nebulosity just south of the middle star in Orion's belt, within
the bounds of the contour of NGC 1990 as usually plotted, but
there appears to be no modern evidence (including several deep
photographs) of a large nebulous area surrounding the star,
either a reflection nebula or an emission one.
I have been through the H-400 several times. With industry,
one can do it in six months, or perhaps even less.
